中央の学園都市と協力機関のショッピングモールの関係性から、同じウ
ワサによる事件が起こり、犯人両都市間を行き来していた超能力者のみ、
という状況になった場合、非常に面倒になる
ショッピングモールの上層部が「実行犯」を捕まえるのでもなく殺すの
でもなく、消すことを実行したのかも？

噂を流した「黒幕」は本来は逆の状況を想定していたのか？
学園都市からの脱却・独立による利益追求、その為の大規模テロを、都
市伝説を両都市間で流布した後に学園都市で事件を起こす計画の可能性も
仮に事件が起こった場合、海外にいる自分では手が出せないために学園
都市の人間に解決を託すしかない、と白井黒子を思いながら携帯を取り出
す美琴（但し連絡をしたかの記述は無い）
「とても価値のあるオレンジ」の都市伝説は何者かに事件として使用さ
れてしまったために、今後「黒幕」が新たな都市伝説を広めることを想定
・レッサーが目をつけたのは「死のネックレス」、ウランが出てくる有名な話
Translation of Railgun SS2 spoilers from a few threads back:
-Security Officer Elinya begins to take into account suspects other than Mikoto in the investigation of the remains of the tenant with the destroyed crimson long-legged army ant cultivation plant. (Dealing with the large amount of blood stains and bodies and disposing of the cultivation plant and remote control system took time)
-However, it is unclear if it could have been done without the "mysterious thing" known as psychic powers which would make it possible for anyone to have done it.
-Mikoto intends to take a short rest as she flees through the mall and ends up sleeping for 5 hours straight only to wake up to Lessar's face right before her eyes.
-Lessar has brought fast food. Mikoto eats salad and fries while Lessar eats a large hamburger and greasy nuggets and thick sausage.

"If you like, you can rub [it/them] a bit, but don't suck on [it/them] too roughly."
-To organize their information, they head back to Nihon Daruma (North Gate Shop) and exchange ideas.
-In the rest space, they encounter Floris and Lancis's Yuri space (Lancis has a bad habit of getting into other people's futons when tired)
-Mikoto gives all the information she has due to the unreasonable tasting and smelling tea and dried squid.
-Lessar explains that she entered the city and opened Nihon Daruma to investigate what was behind Code EIC.

Code EIC: Interferes with people's minds at a very deep place using group psychology -> May have the possibility of pulling out the possibility hidden deep within people to the level of overcoming the laws of physics.
Mikoto's understanding: The rumor spreading through his city is making people suddenly able to use psychic powers?
Lessar: These aren't scientific powers. I'm assuming it's magically using animal magnetism due to mesmerism to create a mass linkage of minds which establishes the method of refining life force into magical power.
-However, the incident due to Orange went in a different direction than Lessar and the others were thinking and crossed the boundary between normal laws and strange phenomena, so even if a third party is actually carrying out the "living bombs", it is possible some other person is spreading the urban legend about the very valuable Orange using Code EIC.
-Two Conjectures:
1. It is related to the central shopping mall that works with Academy City, so if an incident with the same rumor occurred, the criminal would have to be an esper going between both cities which would be a pain.
2. The higher ups of the shopping mall are "erasing" the criminals without capturing them or killing them?

Did the person behind it all who spread the rumor assume the opposite situation?
It is possible they wanted the benefits of being rid of and independent from Academy City, so they started the large scale terrorism as a plan to cause an incident in Academy City after spreading the urban legend in both cities.
If an incident did happen, she couldn't do anything as she is overseas, so she needs to get someone in Academy City to resolve it, so Mikoto pulls out her cell phone thinking of Shirai Kuroko. (The chapter doesn't actually say if she contacted her)
As someone used the urban legend of a very valuable Orange as an incident, the person behind the rumor has decided to spread a new urban legend.
-Lessar sees the Necklace of Death, a famous story with Uranium in it.
