You're forgetting an important issue. Which is licence and copyright. The reason why the industry watchdogs ignore this and other places where sharing, scantalating and subbing are commonplace is because it's in chinese. Personally, I don't fully care for the US licence holders as I do think it's unfair to deprive the chinese fans just because an english company acquires the licence. Yeah, yeah, I know it's buisness and all, that's why I said it's just my personal opinion and if anyone is interested in supporting the product, amazon.jp is just a click away.
Once it's known that we do english scantalations here, they might notice and take issue with it. For example, have you heard of Dynasty scans? Like us, they were also scantalating Strawberry Panic. After Strawberry Panic was licenced by Seven Seas, they forced Dynasty Scans to take down all the strawberry panic manga and even posted in their forums, proberly to show they weren't bluffing.
Of course, here we are safe. I doubt they can even navigate the forum. yamibohk03 Furthermore, we also have translated manga + novels of nearly their entire strawberry line. yamibohk05
On a more serious note, if the server for the forum is located in asia, it shouldn't be a problem if you want to ignore them. Also, we have so much good stuff like anime and games, it would a pity if we lose them.
To mantain security, it's advisable to leave the main manga threads as chinese transalations. English transalations can be done in bulk and uploaded to the sharing section and/or the english sub-forum and make the eng-sub forum avalible to registered users only.

I agree, it's taxing work and that actually would be up to the author's permission. Whether she/he would like their fic translated or not. Also, I still stand by that people should really attempt to read it in Chinese first.
